Is the low VIX index the new normal?

After establishing a range for the VIX index in September significantly higher than current levels, a Goldman Sachs report out Monday says a low VIX into the “Dead-Zone” might be the new norm – at least until fundamental data improves and a related tone change from the U.S. Federal Reserve on interest rates occurs.
